I also got the sense that, when they talked to the Alma folks about it, they weren't ready to commit even to the v2 stuff. Clearly they've since decided to do that, but I don't think that they had when CERN approached them.
They did weigh the option of DIY'ing it, they said during the talk, and decided they didn't want to be in the distribution business again. It's not as simple as just not using the -march v2 or v3 flags, they'd also have to validate everything themselves.

I review the plan, ask a lot of probing questions, look for code smells, and make it produce the work as a small set of stacked commits (thanks jj!). (I.e., “Fix this in the original bad commit if possible.”)
I don’t deeply review the code until it’s been through one or two full Claude code-review cycles (which are pretty impressive) and findings are

Yeah, I was going to say the same thing. I learned that with a tool like jj assisted by AI you can actually make really readable series of commits designed to be reviewable, and that you understand.
That takes time and human attention. AI can not only assist to make more code faster, it can assist in understanding, being more carefully and being more legible as well. The question is whether people and organizations are actually interested in this.

Heh. I don't think either is likely, but .net is fairly entrenched and I don't see it going away in my lifetime unless there are massive shakeups overall to the global domain systems.
Gmail is also well-entrenched but Google loves to kill things off. In 15 years I can well imagine a decline in email usage and Google deciding there's a tipping point when it's no longer important (read: profitable) to provide Gmail. Again, I wouldn't bet serious money on this happening

I’m writing a little post about all this for my website (probably publish tomorrow) and was reflecting to myself before seeing your post, is initial-scale=1 actually desirable? I’m undecided. I don’t think it’s cut and dried in either direction, but taking all things into account I’m still leaning toward recommending it.
I think your first point is the most useful one, but the unfortunate reality I’ve seen is that people don’t tend to notice these things
